POSITIVE IMPACT OF CONTRIBUTION ON HEALTH & DISABILITY SERVICE, TRAINING
The 6 PhilHealth Benefit packages on disability which were developed & approved only within a period of 7 years (2010-2018):
➢ Initiated Public private partnerships (DOH, Latter-Day Saints Charities, UNICEF, Phil Academy of Rehabilitation Medicine, WHO, Kapampangan Development Foundation, Walk & Work Foundation, Rotary Clubs) in infrastructure, equipment and manpower development of Rehabilitation Medicine service and Assistive technology in Philippine General Hospital, Eastern Visayas Regional Medical Center, Western Visayas Regional Medical Center, Southern Philippines Medical Center, Jesus Datu Memorial Medical Center, Zamboanga City Medical Center
➢ Ensured a sustainable financing mechanism not only for Rehabilitation Medicine practitioners but also to other medical professions (e.g., Pediatricians) and allied health (PT,OT, Speech,etc) and most especially to indigent PWDs ( automatic PhilHealth Membership by Law ) while ensuring excellent quality of service
➢ Paved the way for other specialties to develop PhilHealth Benefit packages on Cardiac Rehab, STEMI, Mental Health and Arthritis & Connective Tissue Disorders and for PhilHealth to explore other benefit packages for Spine and other disabilities
The pioneering work on Teleprosthesis and ASCeNt (Amputee Screening Through Cellular Networking) has enabled good data collection, consults, advise, follow-up and monitoring. Most importantly, it has paved the way for “TeleRehab”, a community-linked approach adapted by PGH and PARM in order to render rehabilitation medicine service accessible at the grassroots level, to local medical & allied health personnel, particularly in GIDA areas where a rehabilitation practitioner may not be physically present. This will also be crucial in facilitating implementation of the Universal Health care service delivery network
The pioneering works on the UP-PGH Prosthetics & Orthotics Fellowship Program, UERM Philippine School of Prosthetics & Orthotics and TESDA Prosthetic-Orthotic Technician Standars & Guidelines has paved the way for the completion of the Rehabilitation multidisciplinary team that possess the appropriate skills & knowledge in the practice and delivery of assistive technology (prostheses, orthoses, wheelchair) and rehabilitation from primary (community-based) to tertiary level of care
The collaborative work with WHO, UNICEF,DOH, PhilHealth, DSWD, NCDA, Rotary Clubs, NGOs, disabled people’s organizations has globally highlighted the Philippines active role in the Rehabilitation 2030:A call for Action in lieu of the evidence seen that Rehabilitation Medicine in the country is incorporated in the different areas of the Health systems such as financing, adequate training, primary to tertiary levels of care, assistive product provision, multidisciplinary approach,,etc
The research on local innovations and evidence-based use of 3D printing on assistive technology has put Rehabilitation Medicine at par with other specialties in terms of developing services that are “high technology – low cost” and has paved the way towards exploration of robotics for enhancing function in the field of Rehabilitation Medicine.

PERSONAL BIOGRAPHY
Dr Josephine Bundoc believes that “..people, not by their own choice, can improve capabilities of people with lesser abilities, if society provides them equal opportunities.”
As a Rehabilitation Medicine specialist, she recognized the huge void in training, service and research on assistive technology (prosthetics, orthotics, wheelchairs, etc) for people with disabilities (PWD), where only 15% are actually able to gain access for reasons of poor data, cost, topography, lack of training, imported raw materials and absence of mechanism for sustainability.
Cognizant of the fact that disabled children can go to school and disabled adults can be gainfully employed once they have accessible, affordable, appropriate assistive technology, Dr Bundoc pioneered Rehabilitation Medicine Training programs, Health & Assistive Technology policies, Community implementation, Government-based financing and local manufacturing & sourcing of raw materials in partnerships with civic societies and most importantly, the persons with disabilities themselves.
Her advocacies increased national awareness & sensitivity towards the disabled. Most importantly, it did not only enable PWDs towards functionality & productivity , it also empowered them as program decision makers & implementors in the field of disability.
